The original Safe Drinking Water Act (SDWA) of 1974 and its two successive amendments of 1986 and 1996 each established public health paradigms for their decades; each building on the preceding Act's directions and philosophies. This paper briefly identifies those three Acts' goals. The discussion will, by example, expose a hidden yet dramatic new public health approach of the 1996 amendments. The hidden paradigm can be expressed as "customization of public health protection".
