The way in which water utilities manage water resource issues is changingout of necessity. Today, water utilities are faced with constraints outside of waterquality and delivery. Through interviews with participating utilities, the authorsidentified a complex set of constraints including regulations, customerexpectations, environmental, political and financial issues. Utilities reported thatbalancing these constraints while developing a better product in a competitivemarket is forcing utilities to re-examine how, when, where, and why resources aredeveloped and managed.A model has been developed to enable utilities to integrate waterresource development activities both within and outside of the utility. TheStrategic Business Planning Model presented in this report strategically integrateswater resource planning elements and facilitates implementation of a holisticresource approach. The model is an iterative, long-term method for integrating allutility elements into a strategic business plan that organizes the internal andexternal intricacies and interrelationships necessary to operate in a successful,business-like manner.
