This paper discusses how landscape efficiency programs can play a neededrole in developing drought management plans to cope with the water shortage emergencies that are a fact of life in the arid West. While it is generally believed that the potential water savings from improved irrigation efficiency may be substantial, little is known about the necessary elements and the relative cost-effectiveness of different strategies for realizing these potential savings.
