Aims to present the capabilities, strengths and weaknesses of alternative on-site measurement and monitoring methods so that productive linkages between the impact evaluation objectives and the specific measurement techniques can be effectively made. Presents a series of on-site measurement and monitoring methods that have been developed and applied to demand-side management (DSM) impact evaluation for several utilities for both new and retrofit commercial, industrial and residential programmes.
