Operations and maintenance costs typically represent between 60% and 85% of the costs of a federally owned facility over its lifetime. This monthâs column discusses the need for better training of federal buildings personnel and ASHRAEâs work to develop and introduce legislation (Federal Buildings Personnel Training Act [H.R.5112/S.3250]) to address this issue.
